Nigeria & Trafficking in Persons; Key Findings from the 2025 TIP Report

The U.S. Department of State has released its 2025 Trafficking in Persons (TIP) Report, and Nigeria remains a Tier 2 country. This means that while our government continues to take steps to combat human trafficking, it still does not fully meet the minimum standards for the elimination of trafficking.

Progress Made

The report recognizes some positive developments:

  • More investigations and prosecutions: 744 trafficking cases were investigated in 2024, with 71 alleged traffickers prosecuted, an improvement from the previous year.
  • Increased convictions: 49 traffickers were convicted under the Trafficking in Persons (Prohibition) Enforcement and Administration Act (TIPLEAA).
  • Greater victim support: Over 2,000 victims were identified and referred for services, up from just over 1,100 the year before.
  • Awareness and partnerships: Nigeria expanded prevention efforts and collaborated with international partners on anti-trafficking initiatives.

Ongoing Challenges

Despite these gains, serious gaps persist:

  • Re-victimization and inadequate protection: Survivors, especially women and children formerly associated with armed groups like Boko Haram, are sometimes returned to abusers or detained for acts committed under coercion.
  • Corruption and complicity: Reports highlight official involvement in obstructing investigations or benefiting from trafficking activities, undermining progress.
  • Limited services: Shelters and specialized support remain insufficient, particularly for male victims.
  • Judicial and enforcement weaknesses: Inconsistent training and widespread corruption continue to hinder justice for survivors.

The Wider African Context

Across Africa, many countries remain on Tier 2 or Tier 2 Watch List, with some on Tier 3. Armed conflict, forced displacement, and migration flows continue to heighten vulnerability to trafficking. Nigeria, given its size and position in the region, remains a critical hub, making our national response not only urgent but essential for Africa’s broader fight against trafficking.

What This Means for Survivors

While there has been progress, Nigeria must do more to protect survivors, strengthen accountability, and dismantle the systems that allow traffickers and complicit officials to thrive. At Pathfinders Justice Initiative, we remain committed to ensuring that survivors are not only rescued but also restored, and that justice and prevention go hand in hand.
